Please allow upto two shippers input simultaneously for each shipment.

It's because a foreign post will pass the shipment to a local postal service once it arrives at the destination country.  

Using Global Post as sole shipper is OK, but they don't update as quickly as the local postal service, from my experience.  It will provide more speedy info if the destination's postal tracking service can be accessed as well.

You can add as many shippers (and even different tracking IDs) to one delivery by using the "Add partial delivery" button at the bottom while creating or editing a delivery.
