Always pulls from clipboard, even if empty?

Even when the clipboard is empty, it still detects that there's something there. I've tried clearing cache and rebooting the phone. Any ideas? Bug?

AT&T Galaxy S8+, latest firmware (July)
Deliveries 5.3.3
