2 Issues with Pixel 3

Question

I'm having 2 issues with the Pixel 3:

1. Notifications are using my phone's alarm and not the notification tone (I also cannot choose a unique tone)
2. App will not Auto sync statuses in the background.

I'm on a Pixel 2 but I haven't been having background refreshing or even notifications for months now

Moved from Priv/Marshmallow to Pixel/Pie and I am experiencing the same problem now.
